The risk of drug smuggling across the Moldova-Ukraine border is present along all segments of the border. The 147 kg heroin seizure in the Odesa port on 17 March 2015 and the seizure of 500 kg of heroin from Turkey at Illichivsk port from on 5 June 2015 confirms that Ukraine is a channel for largescale heroin trafficking from Afghanistan to Western Europe. Moldova continues to be used as a transit corridor for trafficking cannabis rezine (hashish) from Morocco to Russia. Cannabis is also cultivated in Moldova and Ukraine, especially in the southern regions. The potential of cannabis as a cash crop may appeal to large sections of the rural population, particularly given the low risk of detection. This, in turn, gives rise to many opportunities for criminals to source raw products.
EUBAM Task Force Drugs seeks to engage Mission’s partner services with other drug enforcement authorities in the region and to engender an intelligence-led approach in fighting drug smuggling. This has resulted in improvements in profiling and exchange of information as well as investigations which contribute to the sustainability of partner’s operational ability to uphold such action in the future.

The European Union Border Assistance Mission to Moldova and Ukraine (EUBAM) works in the Republic of Moldova and Ukraine to:
-Promote European Union border management standards and procedures for a quicker crossing of people and goods;
-Enhance the professional capacities of the Moldovan and Ukrainian Customs and Border Authorities;
-Assist Moldovan and Ukrainian authorities in combating cross-border crime more efficiently;
-Act as a catalyst and bring together key stakeholders to strengthen cross-border cooperation between the border authorities and law enforcement agencies;
-Contribute to the peaceful settlement of the Transnistrian conflict.

Where we work?
The Mission is headquartered in Odesa, Ukraine and in addition, has two country offices (Chisinau, Moldova and Odesa, Ukraine) and key working locations on the border.
The Moldovan-Ukrainian state border is 1222 km long, of which 955 km is the “green” (land) border, and 267 km is the “blue” (river) border.
There are over 60 official crossing points on the Moldovan-Ukrainian border, including international, interstate and local ones, part of which are located on the Administrative Line.
The length of the Administrative Line between the two banks of the river Nistru is 411 km. There are 10 Internal Customs Control Posts, where representatives of the Customs Service of the Republic of Moldova work with the Ministry of Internal Affairs representatives.
